Hello! I'm trying to replace the glove box latch on a '70 Dart
Swinger with the locking variety. I thought it would be a 10 minute
job. I'm in the 2nd week of trying to figure it out.

You HAVE to remove the dial on the glove box latch to replace the
latch. I found this post on the web:

    From 1971 Dodge shop manual:

1)Open glove box door and put latch lever to lock position, insert
key and turn to lock position.

2)Remove key and with small pointed tool or screwdriver depress tab
    located in lock housing slot.

3)Keep tab in depressed position, insert key into lock and turn
    slightly to remove key cylinder.

Haven't actually tried it yet but sounds good to me.

I have tried it. I can get the tab depressed, I can get the key in
while I think I'm depressing the tab, but I can't get the cylinder
out and I'm not very optimistic about getting the lockless glove box
latch off the Dart, either. I'm depressed. Any suggestions would be
    welcome.
