neon radiator fan--one other thing

  1. I got the fans running. The problem was a corroded and broken plug on
the fan. I cut one off a car at the junk yard and spliced it on, and
now the fans run. But now something equally strange is going on. When
I start the car and let it heat up the fans never turn on, but if I pull
the relay and jump the contacts with a wire, the fans turn on. When I
plug the relay in again, the fans run continuously until I turn off the
engine. When I restart the engine, the fans will not turn on until I
jump the contacts again and plug the relay back in.

The other strange symptom is that the temperature gauge never seems to
have a range of stone cold to warm. It never gets quite up to halfway
on the scale. What is going on? Is this a temperature sensor issue, or
    the computer?
