Anyone have documentation on what the pressure should be?

Low pressure when engine running and A/C clutch is picked, is 30
pounds or lower for most systems.

  3. Well...no.

Given a proper charge of refrigerant, low-side pressure under normal
operating conditions will vary between 20 and 50 PSI. Under one certain
specific test condition (or with a faulty expansion valve), low-side
pressure will drop below 20 or even go into vacuum (negative pressure).
But this "30 pounds or lower" stuff of Mr. Elbe's is just wrong.
