My '98 Plymouth Grand Voyager headlights are always on whenever the
engine is running. I can't turn them on from the instrument panel and
they will only go off after the ignition is shut off. I disconnected
the battery and reconnected but the same problem. My wife usually
drives this car and has complained of the instrument panel lights
blinking. The van is equipped with delay off timer for the lights but
it no longer works. I also had problem with the battery discharging
if the van is not driven for a few days. If everyone has had similar
problems or know how I can fix the problem, please reply.

    TIA

If the headlamp switch goes bad the default is to leave the headlamps on as
long as the key is on. Start checking the headlamp switch for any signs of
    heat or loose connections
