Bizarre '95 Eagle Talon rust problem

    I bought an ESI in 1995, and have been very happy with it.
    Eight years and 137,000 miles later, the engine, body,
    and transmission still are in fine shape. But the car has
    developed an unusual amount of rust in the engine compartment.

    This rust is on the passenger-side strut tower, particularly
    around the forward mounting bolt for the upper A-arm. This
    really unusual considering the state of the rest of the
    vehicle. I want to believe there was a recall I missed or
    something. Can this be repaired?
