A604 Transmission Solenoid Pack Cover

I just finished installing a remanufactured A604 transmission in my
1990 Caravan. Seems to work well so far.

The original transmission had a black plastic/foam cover installed
over the soleniod pack. Does anybody know the purpose of the cover?
I did not install it on the new transmission.
