At times, usually speeds below 30 MPH steering effort hard for a second or
so. The power steering belt is fine and tension is good. Power steering
fluid was just replaced with MOPAR fluid. Don't know if this is related but the
front end will squeak from time to time. Car has about 95k on it. There is
a definite power steering pump wine.

a pressure test of the power steering system will tell you if it needs a rack or a
    pump

If this problem occurs just after start up in one direction when it is
really cold then goes away most likely your problem is the valve seals
in the steering gear box are leaking internally.
It will get worse and one day you will have no power assist in one
direction when you come to a curve and will really have to muscle it
around the curve or take a ride through the cow pasture!

Yesterday the lower ball joint on the driver's side failed.
Fortunately the car was a very low speed and no damage was done to the
    fender. Thanks to all.
