95 Cirrus Defrost Control

I have a 95 Cirrus V6 with A/C. My fan control works fine. My A/C works fine. My heat works fine. But the control to change from defrost to floor to vents doesn't work. The air ALWAYS comes out the vents. Is there a way to fix this or is this a factory repair job?

Any help will be much appreciated.
