2008 base won't turn over with new starter and battery.

2008 PT Cruiser starter won't turn over. Wiggled the key, no start. New battery, no start. Replaced battery terminals, no start. Power wire to starter is getting 12 volts. Trigger wire to starter is around 5 volts. Two relays on the driver's side firewall click once while trying to start. Used multimeter to check mentioned relays, tested ok.
Neighbor said she stopped to get gas and when leaving, it would do nothing as she turned the key to start. BUT... I have bypassed from the battery to the starter and it will turn over. Just won't run.
Wondering if there's other relays or the computer going out or what?

NO START OR NO CRANK?? Is the starter also new? Both wires large Batt, wire and TWELVE-VOLT feed to solenoid (not five) BUT If it is a single click, could be starter brushes stuck. Sometimes (it takes two people to make it easy) Jack it up -USE JACK STANDS - Harbor freight has all kinds of them. Find away *from the top or bottom of car to get at the starter. Use a 1/2-inch extension, you're going to use it as a drift pin, hold it to the starter (near the engine) and with a hammer 30oz. or more as your assistant turns the key "WHACK" the starter. try it a few times Timed with the CLICK. The starter brushes might be so worn (as they do wear out) that they are stuck. The Whack should bounce them off the armature and when they make contact again the starter may crank. So before warned. engine could start!!! hands, face, finger will not be happy if they come in contact with a running engine!!!!!!!!!!!!!!!!! If it starts the starter needs replacement, new does not always mean GOOD!

Check the ASD relay. ASD = Automatic Shut Down. It powers up the injectors, the coil packs and I think it might have some control over the starter. It's pretty straight forward just swap it with another one and see if it starts.
